In August 1999, Mayor David Fleming and the Vacaville City Council issued a proclamation, declaring Vacaville a Place of Peace.
In October 1999, the Vacaville USD also passed a resolution proclaiming Vacaville a Place of Peace.

In July 2000, the Soroptimist International of Vacaville outfitted and dedicated a Place of Peace area alongside Ulatis Creek in Andrews Park, across from the library.
